I guess the signature was an image, right? To get the signature working you have to actually physically put it on the Internet. Just opening it with IE won't work 'cause the image is still only on your computer.
To make it work you have to upload your image to a photo sharing website, for example one of these: Imgur, Photobucket, Flickr, Pinterest, TinyPic. Let me know if you have any more problems with it.

These are buyable only if you have the VIP Room and as such, a VIP Membership.

It is from the renting event.  Having a VIP membership won't let you be able to buy them.

Yes, I would like to know that too. It's really annoying to see those items there when there is absolutely no chance of acquiring them - and I would love to have those cat statues for one of my rooms. I remember this offer and, pardon any rudeness, thought it sounded really stupid; as what I got out of it was that: You rent the room for a short time, like a month, and are allowed to buy a few special furniture from the Basic Store; and then - POOF! The offer ends and you no longer have access to most of the offer that was offered. It sounded like a glorified Street room where your doll doesn't appear but you can change the decor - yet this one was worse, since the items in the Basic Store were rendered useless to most if not all players. (I'm still confused as to whether or not players with that room can buy the cat statues and other 'renting' items or not.)
