New message for new players?

In all of my gaggle of dolls, I guess my goal in the end is to have various themes & colors as well as one for each letter of the alphabet.

I finally made a new one with the letter "N" which is a Native American (Indian) themed doll named Niabydane. (the word Niaby is Native American for "Fawn")

Anyway, I noticed a message at the top after I put my main doll's avatar in that doll's WIA:

You just added a picture to your WIA or the personalisation of your page. For safety reasons and to protect even our youngest players, these pictures can only appear once your account is older than 2 months or if you used the bank (except Free Fee'z).

I haven't made a new doll in quite some time but is this a new message for new players or has it been around for awhile?

Okay...I made a doll last week and that most definitely wasn't there...Of course...I didn't edit the WIA like I should....so maybe that's why?
