The bottom of the dress reminds me of a mermaid fin moving. And the graphics on it don't seem as sharp as some of the later dresses. I don't have it in my piles of dresses in the attic. It makes me wonder if it was something from long before the big "end of that other site" occurance.

If you poke around the player's loft a little bit, there are some other nautical-themed items in that same color. I wonder if that's just a coincidence, or if they were all part of a pack?

I actually found the dress on my Faechild20 account, but NOT on my Faechild86. That tells me that it's from a time VERY close to the Great Shutdown, since only the first 6 months or so as I built up Feez and a DB supply had quests that Faechild86 didn't finish. It was some kind of cruise/nautical quest if I recall correctly, with the 'mermaid' dress being from either the last, or second to last step prize group.
Edit: I went to the My Things, and found the entire outfit. Includes sparkling shoes, and moving hair in addition to the dress. It was less than 20 pages in, so probably around 3 months after shut down. My computer refuses to load the previous quest pages, so I can be 100% sure on the time frame. outfit is here:

It came from the quest Dream Cruise to Caribbean. That was summer 2011. The items in that quest were all very lovely.. ~sigh~
