Not sure if it's of any use but I decided to create a guide for this mini quest as well. I'll be adding the next steps as they appear.
Quest Name: The Dream Parade
Store Used: Tales Shop
Room: Funfair (or an extension)
Total Cost: 200 $$$ + 400 Fee'z
Other: Players that complete all 16 steps will randomly win 1 of 8 avaliable rooms (Citadel, Manor, Cake Shop, North Pole, China, Black Forest, Flowers, Mediterranean). If you already have the rooms you'll win an extension. If you already have the rooms and the extensions you'll win a pack of 50 items multipliers.
Step 1: March 6th, 2017
"Hurry Up ! The parade is going to start!!" "I'm coming, Sarah!" I'm following Sarah, who slaloms with ease in the crowd full of spectators. She ended up finding us a place right behind the safety barrier. Just in time! The music started playing, and we were ideally placed to enjoy the parade! The first float to parade was the Doneyskin's! Oh boy, I wish I were the actress and wear all these beautiful dresses.

Step 2: March 8th, 2017
The second Float is already here! Seems like this time the evil Queen and the Hunter won against Snow White! Brr she turns my blood to ice! But at the same time she looks so classy with her black feathers! I can't stop looking at her!

Step 3: March 10th, 2017
It's another Float's turn now! I love the decor, it's so lovely! It has a more oriental inspiration... Oh it's Mulan's Float! The Chinese warrior. Actually it is not a Tale, and Sarah told me that Mulan was a real person who fought for the Chinese army! I admire her even more now, she has both, femininity and ferocity of a warrior.

Step 4: March 13th, 2017
It's another Float's turn now! I'm really impressed away by this one, it fells like Rio!
It's a floral themed float with beautiful colorful dresses and long hair... It's Rapunzel, the captive princess! As the saying goes, you can cage the body, but not the spirit! I love this character for her free and creative mind.
You need:

- one of the following for 8 $$$

Step 5: March 15th, 2017
Rapunzel's colorful float just left. Here comes the next float!
Hmm, I see bright colors, dancers, music, smoke and sand... I can't help but think about Scheherazade, Aladdin and his Wonderful Lamp, Sinbad the Sailor and all the beautiful tales! Sigh The adventures in the desert, the Wonderful Lamp, the flying carpet... What a magical world!

The Thousand and One Nights: Costumes!
The Thousand and One Nights: Float!

Step 6: March 17th, 2017
I still had the Thousand and One Nights' song stuck in my head when the next float approached. It was a little theater with plenty of cute steampunk characters. There was a Woodman, a Scarecrow and a lion...walking towards an Emerald City somewhere over the Rainbow. Yes! It was the Wonderful Wizard of Oz's Float! Each character wanted to find something he missed and Dorothy and Toto helped them...

Step 7: March 20th, 2017
Dorothy and her friends just left and the next float is already here. There is something white, blue and shiny... Snowflakes are everywhere and there is a boy sitting on an icy throne. Of course! It's Kay, the young hero of the Snow Queen's tale! What a beautiful and majestic float! I want to be with them, in this enchanting decor! And those Outifts... wow! My heart is torn between the Wild Queen and her wolf on one hand and the Snow Queen and her icy throne on the other.

Snowflakes here, pretty much invisible on this background. There are 6 designs to choose from; 3 in white and 3 in shades of blue. Bigger example:

Step 8: March 22nd, 2017
Ohhhh it's already the last float! It's slowly approaching the crowd with a melodious music. Rose petals are falling from the sky under which a cute couple is hugging... It is the Beauty and the Beast dancing in the library! So romantic!
But it is already the end and it was wonderful! I will never forget this day and this parade! Anyway, i have plenty of ideas for my next Carnival's costume!!

Update 2: Just one more left! Wow, the Snow Queen step is sooo beautiful!
I don't know if you want to add this or not, but they change the art of Rapunzel's float, it used to have wheels as part of the float's whole, but then I guess someone decided to take those off and automatically give out four individual wheels to those who did the step:
