After a 4 hour talk last night my sister screws up this morning pissing him off and now he's trying to commit suicide again. Yeah, I hate spring break. I hate being home. I hate life.

If my siblings actually started doing what they've been taught to do for 5 years then maybe things will get better but they won't.

Kids are like that trust me. They aren't going to listen to a word you say. It's human nature to be rebellious. Try bribing them instead. Don't use money, but something like candy or a favorite food of theirs.
What works at my house, If they do a chore, they get to spend the rest of the time watching TV until my dad comes back home.
