Thanks everyone! It's really not that difficult to make.
Oh yes well you will need Photoscape Gimp-paint-or photoshop.
Find a Stamp template and take a picture and use the selection tool or magic wand tool to get the picture into the stamp. Add any text or whatever you want to be in there. To make it animated, You'll need more than one stamp.
Then use Photoscapes Animated Gif program and add both of the stamps you made. Select an Effect, such as Bling, converting black/white/selected color, scroll up, scroll down, ect...
And save it as a Gif. Simple as that :)
