The dress is a bug. It has been reported and was fixed as of yesterday. If you still do not have the dress please report it. It was a problem the French server was also having. Make sure the items stick! That was also a bug.

You had until Monday noon to log in and get the dress (dress is given as a gift)
everything BUT the dress is obtained during the hunt.

They still should've made it attainable in the hunt since it was meant to be obtained during the hunt.
