(Since I fall for this every time ...) I'm happy to report that on my 15th spin today, I received the extension to the Casino room.
However, that was to be the only time three rubies in a row came up. For after many, many more spins, I still did not have Speakeasy room.
Maybe you can only get three rubies once per day.
