Here is a suggestion, try looking up a tutorial on Google. I'm sure there are a lot out there.

to animate any picture you design it on photoshop normaly on differnt layer then u move it to image ready which is downloaded with photoshop to animate it :) you can check the tutorials as fairykisses said on google on how to work on the image ready.

That depends on your version.
I have Photoshop CS4 so I have a tab that says 'Window' then you click 'Animation', which should tick it.
Once ticked, a box should come up at the bottom. Then just play with layers and styles to create animations (use google or tutorial system for this) and click 'Save in Web & Devices. Make sure you save it as .gif instead of the usual .png or .jpeg! ♥
