The reason why that is, it will show more pages as you go through the levels. The higher level you are the more pages you'll see.
As for the hair. I'm at Page 13 of accessories due to my Level Rank. Looks as if you have to be least at Level 140 or higher to see that hair.

Something that I've noticed on the recent and some past male dolls you get with the quests is that their heads are a lot smaller than our own doll's head.
