I do like it because it prevents anyone from spamming any one doll with votes.

I don't like it because sometimes it forces your hand.  For example, if two of the shown dolls are ones I already voted for and the third isn't, then it's forcing me to either vote for the third doll (whether I like the outfit or not) or refresh.  (If I've already refreshed within the time limit, then I would have to go out of the fashion show and wait awhile and go back in.)

Still, overall I do prefer the change. :)
